In this scenario, the panel deal with a number of issues including opposition from the head, implementation of school policies and complaints from teacher governors.

The panel must also ensure that their responses are consistent with the Every Child Matters agenda and in keeping with a multi-agency approach.

As the panel deal with the dilemmas posed, their reactions are scrutinised by Paul McGann, a senior local authority education officer who troubleshoots similar problems in schools.
